When you find someone like this and have suspicions ... just email Admin and alert him to the member and why you think they are either spammers or trolls.
Admin relies on emails to deal with these people in a timely fashion. He's not on here ALL the time so if we alert him, he'll deal with it much quicker.
BTW ... I've already sent him an email on this person.
