All of 10 nudist places I have visited had stuff clothed so I suppose this is general. Except I was at one Hungarian resort where woman on reception was warking naked also.
Normaly, I don`t care if I`am naked in front someone dressed in the nudsist area. Somehow, I still find it a little bit acquard that some resorts say that in the shop or restaurant you must be dressed ! Why ? There are not so many places for naturist and if there is, then they should allow entire naturism.
For me it is strange that even some naturists give you the looks like: "Hey, why are you nude here, it is not allowed !" Knowing that I am always very coutious when first in some new place in sense: where excatly I am allowed to be naked.
This year I was visiting one resort and after 2 days I have noticed one woman naked in the market and decided to go there naked as well. But still I haven`t noticed anyone else doing so and it was even strange for the stuff. In the mornings usualy there were one woman, very polite...

Some resort employ their help and offer "workers Comprehensive insurance" so in order for these people to receive medical attention if they are hurt, they may have to wear clothing while they are working.
Some resort or club workers in the front office/reception area remain clothed because services visiting the resort; ie, the mailman, UPS deliveries, bottled water companies, vendors or many types may not be comfortable dealing with nude people and those nudist working in those areas do not wish to embarass or make those textiles visiting uncomfortable.
I visited a nude club this past July and the two women in the office were clothed in shorts and t-shirts. I asked if they had to remain dressed while working and they said that the only reason they do is that during regular business hours, they expect deliveries and do not want to have to get dressed and undressed several times. I told them I wouldn't mind pulling on shorts and a t-shirt several times a day if I could work the rest of the time nude. They just felt it was easier for them to do it their way.
For health and safety code reasons many workers at clubs or resorts must remain clothed. It's too bad because many of these people are nudists also and would much rather work nude than clothed.

back again to my unfinnished story
... in the afternoon some other girl/woman was working and she was starring at me but still never mind. She was pleased to see me naked, or should I say "wow ! at least one brave !". So tomorrow and the following days she also invited some friends just to wait for me comming naked. They were correct while inside but as soon as I left they start jigling...
Now, for me it is OK to see a little bit even I myself do this. But I think that stuff should be more correct.
The other thing I must disagree with you. Imagine now entering Russia and being embarassed of people speaking Russian ! That is the same. I support that resort should be as much fanced and hided as possible but as soon as you cross line NUDIST AREA facing nude bodies is what you must accept weather you like it or not !!!

That may be your opinion but club owners are sensitive to making people from the outside feel uncomfortable so they choose to be clothed.
I agree with you that they should remain nude and those entering a nudist resort should realize that they will encounter nudity once inside those property lines, but there are many club owners, managers that still feel that it's better business to greet these people clothed to then embarass or make them feel uncomfortable.

I also think that it is OK that stuff is clothed and that is behaving correctly and politely !

I thought you disagreed with my statement about the front office people, at a nude resort, staying clothed because they are often visited by services from the clothed world and didn't want to have to keep getting dressed and undressed.
