Virginia Bill Limits Parental Rights Regarding The AANR East Youth Leadership Camp

Dear Friends of AANR:
On January 5, 2004, Delegate John Reid pre-filed a bill with the Virginia General Assembly. As drafted it would forbid the state from licensing a hotel, summer camp, or campground that maintains or conducts as any part of its activity a nudist camp for juveniles. (The bill defines these as camps attended by openly nude juveniles not accompanied by their parents or a legal guardian.)
Without question, the bill is targeting the AANR East youth leadership camp held at White Tail Park.
We wanted to take this opportunity to thank the thoughtful members and groups who have copied us on messages about this development. We also wanted to let you know what we are doing and how you can help.
AANR East President, Bob Roche, is already in the process of engaging a top-notch lobbyist who draws on extensive experience representing the hotel industry. This is one example of how your AANR dues are already helping the cause.
As we get direction from the lobbyist, we will be communicating with you further and are prepared with others throughout the naturist and nudist community to stop this bill. In the meantime, further sensationalism from the media will only serve to keep the spotlight brighter on the lawmaker who benefits from the attention.

I understand the Judge ruled against the VA Nudist, and the AANR did not have the camp in AZ on this year. |

Update--it looks like the ACLU is taking our side.
RICHMOND, Virginia (AP) -- A lawsuit filed Tuesday challenges a new state law that effectively bans nude summer camps for teenagers, saying it violates the constitutional right to privacy.

As we speak, we have our plaintiffs, and the ACLU is preparing to take up the fight. Stay tuned. When we win this one, we MUST show the legislators who think we are an easy target that we are emphatically not. We have to defeat Jack Reid, the sponsor of this bill in the next election. That will send a loud and clear message.

I feel very strongly this bill will not stay on the books very long. First thing I thought of when I first read it was 'discrimination.' I don't feel it will have much of a future. My 2 cents.

I think the reason "Hippie Hollow" is 18 and over is there are a lot of gay guys there engaged in certain activities. It is not a family oriented nude beach, too bad, it has such potential.

Keep up the good fight everyone. As a father with children I want them to have the option of going to camp wherever they want, be it clothed or not. I don't like the idea of some gov guys saying what we do is bad.
Kim, I have also seen then Hippy Hollow is 18 and over only. I couldnt beleive it, what do they expect us to do there?

Thanks for the info David. I think we'll keep a low profile for right now. It would be funny though. I have cancelled the field trip we usually have outside the park for this year, but I had a fantasy of taking all the kids to Jack Reid's office in Richmond so he could explain himself to them.....can't do it, but it was fun to think about. Well, at least we can still laugh a little. As Yogi Berra said, "It ain't over til it's over." Keep your fingers crossed.

Virginia HB 158 in the news again! Governor makes bill worse while spouting juvenile comments
Today the following story was reported by the Associated Press:

In it, the Virginia Governor not only signed HB 158, but he amended (actually he offered a suggested amendment that the legislature can adopt) the bill to remove a loophole favorable to us. While doing so, he offered a number of puns ranging from "this bill is the BUTT of jokes" to "I have naked admiration for its patron" to "I support the BOTTOM line of this bill."
In my years as Government Affairs Coordinator and then Executive Director I have had many instances where we have lost a political fight. We've had many situations where there were puns in stories (usually from a juvenile frat-boy reporter type). There is even some humor in our work to gain a beach on Assateague to keep things light hearted.
I have to say this is the first time, however, that I've seen a high elected official's office make joke after joke after joke after joke about taking away a parent's fundamental right to make choices for their children. Frankly, I find it highly disturbing (maybe a twinge sadistic) that an office would joke as it takes rights away from parents.
AANR has prepared a public response to the Governor, as well as our public relations firm (YPB&R) issuing press releases.
Following is the letter by Pat Brown sent to Gov. Warner today, April 16:

Re: Your amendment to HB 158 and accompanying remarks.
Dear Governor Warner,
On behalf of the American Association for Nude Recreation, our members in Virginia, and all parents, I am writing to express our great disappointment with your recent amendments to House Bill 158 and accompanying sophomoric remarks.
These developments are particularly disconcerting given that a delegation of concerned parents and representatives of White Tail Park made a considerable effort to meet with your staff where they voiced very legitimate concerns about this bill after it was reported from the senate. It wasn't enough to simply ignore these parents and voters. Instead, your "commentary" dropped in pun after pun referencing nudity and the human body.
Frankly, we can't think of a stronger argument for programs that promote wholesome body acceptance than the fact that Virginia's highest office is helpless to discuss this subject without reverting to vocabulary more fitting for a college frat house than the state house. Especially when critical 14th Amendment questions are involved. Let's just recap:
The Virginia legislature and you singled out a group of parents and targeted them with a piece of legislation that takes away their right to make fundamental decisions about how to raise their children and whom to entrust with their care;
You did so without any evidence of a single documented problem but simply because you disagreed with what they do;
You made fun of these parents and voters with every pun that you, and perhaps your speechwriters, could think of so that you could laugh while dismantling what should be cherished rights under the 14th Amendment.
It's a chilling thought for any parent who homeschools a child, belongs to a religious sect you can't understand, or whomever you elect to target next.

Doesn't have to be our area. It could be a family who may have wanted the choice to send their child to AANR East Camp at White Tail this summer, but can't because they have to work/go to school/whatever

Walt I hope families in your area get together and fight this thing. I am afraid if they get away with it there it will start spreading every where. We went to a nude beach in Texas, "Hippie Hollow". When we got there they said no kids allowed. I can imagine if this legislation gets through, the next step would be limit kids access to nudist clubs, and beaches.

Folks,
What we are looking for now are nudist families who wish to become plaintiffs in a lawsuit against the state of Virginia for the state's discriminatory practice against these families. Please E mail me if you'd like to participate. Remember, we need families whose children would like to go to summer camp, but can't because mom and dad have to work/go to school/whatever. You get the idea.

The Governor could afford to be flip with this one because the vote was darn near unanimous in favor of the bill, only 1 dissension vote was cast as I understand it and he voted against it because the existing bill wasn't stringent enough! Now there's the scary part. Both houses of a state legislature feel nudism is apparently harmful to children. Enough so, that they feel they need to regulate it differently than other youth organizations with worse records for child safety.
This, as I see it, presents an excellent opportunity to take it to the U.S. Supreme court perhaps with a coalition of ACLU and other Civil Rights groups. Maybe we could get a youth or several youths who were members of both White Tail and the Boy Scouts and/or Girl Scouts to attend a camp without their parents present. That would be interesting to see how those against Nude Youth Leadership Camps would differentiate the same individuals who attend both!

At least one writer in the mainstream press has noticed that Gov. Mark Warner is ignorant.
Whatever my position on any issue, I would be very concerned to find that my government was creating laws affecting my rights, based - at least in part - on their ability to make puns.
Perhaps as part of the legal challenge to the law under way, the court should consider whether other organization could be legally restricted from having juvenile camps. For example, would it be legal to prohibit the Catholic Church from holding camps? This would be immediately be (rightly) challenged as discriminatory, but in this case, unlike with nudist camps, there is significant documented evidence of the risks to children of being in the charge of priests.
Or would the Governer sign such a bill into law, simply take advantage of the opportunity to say: "Priests do more than lay people"?
