anytime i go up the coastline of Lake Michigan or Superior i look at all the places where it appears a nude sunbather paradise, miles of empty sand and if someone complained it seems like it would take for law enforcement to arrive you would be long gone. and once the season is over and before it gets to cold i imagine the beach would belong to you.

Indiana Dunes National Lakeshore Park. Any federal park recognizes nude recreation as a legtimate recreation. This place ie a short drive west of Michigan City, Indiana.

CONCURRENT JURISDICTION!!! Looks like this phrase is the sign of things to come in National Parks. We first saw this phrase when the Indiana National Lakeshore Park was created. Unlike some other wilderness areas the area now in the National Lakeshore was private and incorporated several towns, Miller, Ogden Dunes, Beverly shores, to name just a few. Since Indiana's nudity laws are ridiculously conservative, the local beach towns had control of nudity on their beaches. The area between the towns was another story as they didn't see much law enforcement. When the park was created and the beaches and undeveloped lands became Federal property the local towns were to loose control of their beaches. To protect them, the National Park created CONCURRENT JURISDICTION. In short, the National Park Rangers enforce both Federal and Indiana State Laws, (including nudity) and local officers may also patrol Federal Park Lands.
This was the first time this policy was put into place. A few years later the same policy was enforced in the Cape Cod National Seashore. Fire Island in New York City was for years small beachfront towns, but in this case these towns were made up of nudist or those friendly to such. When this National Park was created they respected the wishes of these locals and actually posted several beaches as clothing optional. To my complete surprise, this season after Hurricane Sandy went through New York the Fire Island National Seashore announced that due to protective dunes being destroyed and a breach in the island to the east, they will now enforce New York State nudity laws, CONCURRENT JURISDICTION!!! If local Fire Islands inhabitants have lost this fight, I fear nothing is off limits. The vast majority of these residents lived there for that reason.
So, to finally answer your question, NO the Indiana Dunes National Lakeshore is not legal, not to say it doesn't still take place!
